GOVT 401 Representation, Apportionment and Democratic Participation

At the core or representative democracy is the notion that the people can be substantively present in the process of governance even though literally absent. This seminar will use theoretical, empirical, legal and comparative perspectives to explore this paradox. Topics include apportionment, gerrymandering and voting rights.
